Presumably if they had ruled this last year they could just have blocked the sale. But now that he is the sole owner, with no alternative buyer immediately apparent, what can they do? Force a sale? On what terms? Dump City out of the Premier League if they have not been sold by a certain date?
It seems to me the feasibility of the options available to the Premier League will have a huge part to play in whether or not they decide to find him “unfit”.
